Description

There's no honor among thieves.

Professor Jacob Bailey was a former bioengineer who worked for the government back in 1958. He and his team were working under the auspices of a secret project - Project Black Phoenix- to synthesize metahuman powers and place them into U.S. soldiers. Mind you, this was 2 years after international law made it illegal to draft metas into military service, or to have metahuman soldiers of any kind on government payrolls.
Professor Bailey and company were never completely successful in truly cracking the metagene. Their test subjects were the corpses of dead supervillains, slipped into their care by shadowy and clandestine governmental forces.
(Few folks at that time bothered to wonder why most supervillains were never seen on the streets again once captured. It's because the lesser  powered of them, once due process was served, were covertly relocated by the government to Area 51, -The REAL Area 51, beneath Providence, Rhode Island, not the front of an air force base in New Mexico- executed for crimes against humanity, and dissected by Professor Bailey's lab for use in Project Black Phoenix)
They did, however, reverse engineer many of the villains' gimmicks and technologies for government use, and were able to come up with drugs that synthesized metabilities temporarily.
Bailey was a brilliant scientist, but very greedy. He wanted much more than the government was paying him for the revolutionary, but dangerous work he was doing for them.
When the government, with a little help from Captain Cannon and UltraGirl, captured and imprisoned (and covertly executed) the supervillain calling himself "Dinosaur Man", Bailey was successful in creating a superstrength formula from the dead villain's blood, and another of his colleagues, Dr. Mortimer McHale, mixed Dinosaur Man's DNA with a sample of the DNA of a previously captured alien to create a scaly, artificial skin that healed itself and was highly resistant to damage.
Bailey saw his chance.
He stole the strength serum and the scale/skin armor, along with as many other projects as he could carry and set charges. He left the lab that night in November of 1958 a charred ruin. His team dead and his tracks covered by tricking a guard in too close, sedating him and switching clothing, Bailey ran.
He used some of the tech he'd stolen to steal money, keeping himself financed while he laid low in some of the smaller cities and backwaters of America.

It would be another 8 years before Bailey resurfaced on the West Coast. He used his time wisely, forging black market scientific connections within the supervillain communities, finishing many of the technological projects with the help of mad scientists and villains in exchange for government secrets and stolen cash. 3 years later, in 1969, Bailey, using a jetpack, a freeze-gun, a stealth suit and calling himself "Snowstorm" began a career as a full fledged supervillain. He spent 4 years sporadically menacing California and making trouble for superheroes like BlueStreak, Libertine and FireFly. He was extremely lucky, as he was middle-aged when he started his criminal career, and wasn't truly savvy about 'street crime', that the heroes he battled were all newbies at the time as well.

Still, a man of science and intellect, he knew he wasn't cut out for such things. He swiftly retired his 'Snowstorm' persona in 1973, and sold it, and the gear, to a safecracker named Dane Forman. Dane paid him 7 million dollars.
Bailey realized that, what he did for the government, he could do for a new crop of customers who would pay MUCH better.
Over the next 12 years, he sold off his perfected wares, piece by piece for millions upon millions. He was responsible for the creation of 6 new supervillains and at least one hero.
In 1985, His last customer was a mercenary known only as Gnash.
Gnash was older than dirt, but one of the toughest men alive. Still, he believed that, due to his advanced age, he might need an "ace in the hole", as it were. Bailey showed him the last few products he'd had left... Hand-held plasma cannons that could burn through steel; miniature magnetic mines; hydraulic retro-repulsor boots and gauntlets that allowed the wearer to leap up to 80 feet in any direction and enhanced strength.
The thing Gnash was really interested in, though, was the Dinosaur Man synth-suit and muscle enhancement serum.
Gnash promised Bailey 112 million dollars. He gave him 4 bullets to the brain and one to the heart.

Gnash used much of what he stole from the deceased Professor Bailey for his own endeavors, and, like Bailey, sold what he didn't use to rich criminals.
In 1987, he sold the Dinosaur Man gear to an up-and-coming Chicago crimelord named Ty Banks, who, untrusting of Gnash, ordered one of his lower-level (read: expendable) 17 year old enforcers, Antonio Hall, to take the serum and put on the suit. As old as the formula was, it still worked. The suit bonded to Hall and, a hulking, superstrong, tough, new Dinosaur Man was born. Hall worked loyally for his boss for another 5 years. He performed many acts of murder and mayhem for Banks, enduring the arrogant crimelord's belittling him and treating him like a non-entity before the verbal abuse and the realization that he was the one with real power began to eat at him.
In a stand-off with what seemed to be every cop in Chicago, down at the docks in 1992, Banks berated his "incompetent" enforcer one time too many. Antonio Hall heaved the large freight containers he and Banks' crew were hiding behind into the river and ran off, crushing the mobsters' getaway cars in the process. Ty Banks' entire organization got taken down that night, and he swore vengeance all the way to Death Row.

Antonio Hall didn't go by "Dinosaur Man" for too long after that. For years, his intelligence and initiative had been insulted by the closest thing he had to a friend and mentor. He wanted a new start and a new name and a new role.
He went from superpowered enforcer for Ty Banks' crew, to "ThunderLizard" (which he believed to be o, so clever), independent urban supervillain.
Unfortunately, half the things Banks said about ThunderLizard were true. He was no genius, to put it mildly. His initiative and ingenuity left something to be desired. He no longer needed too much in the way of food or sleep to survive, thanks to the suit and serum, but there were some creature comforts he was missing. The only thing he could think to do with his immense power was smash and grab for money. Still nothing more than a petty, ignorant thug with a fancy powersuit, ThunderLizard, smashed his way across the cities around the Great Lakes, literally knocking over banks and liquor stores and walking away with entire armored cars. In the back of his mind, his grand plan is to amass enough cash to pay some scientist to remove the suit, but allow him to keep it, and his strength. Unfortunately for him, Banks had all the connections, finesse and brains. So, ThunderLizard seeks out other supervillains for team-ups, hoping one of them will be smart enough, or connected to someone who is to help him with his goals.
Unfortunately, he usually runs head-long into superheroes, who teach him, the hard way, that superstrong and supertough don't necessarily mean "invincible". Nor are they a substitute for BRAINS.
He'd kept on that way for almost another 15 years before he decided that maybe it was his own beloved city of Chicago that was holding him back from his goals. He'd exhausted every connection and partnership he'd been a part of, and with more and more superheroes showing up in Chicago, it was getting a bit more difficult to survive. A gent his size could hardly blend into the crowd whether he looked like Godzilla or NOT. A few too many times, he'd almost been followed back to his base or hideout. He had been extremely lucky that he hadn't been captured or sent to prison... yet. He decided that a change of scenery would probably be best. Thus, he decided that he'd move himself and his machinations to New York City.
As previously stated, Hall was no genius.

Alien Hybrid skin protects TL from most physical harm, up to and including grenade blasts and high caliber weapons fire.
The skin is proof against extreme temperatures, but, the wearer is not completely immune to them.
ThunderLizard has a very high degree of stamina and endurance due to the strength serum in his blood. Higher than that of an Olympian athlete, but, not quite superhuman.
ThunderLizard can lift upwards of 65 tons.

Trivia: ThunderLizard is one of the few supers to exist, after Universal Destruction, in multiple dimensions.
In the 3 (known) Post-UD multiverses, ThunderLizard has the same origin, but has different colored synth-skin armor.
'Prime" ThunderLizard (pictured above) has a green synth-skin, while "TrollMoon" ThunderLizard's costume is grey. "Twist" Universe ThunderLizard's costume is a golden brown.
